Members of Team Plasma must fight Silver and Crystal to progress to the next town. Since they obviously don't attack their own tower, they can attack this one.
Regular trainers and members of The Resistance don't have to fight here - instead, they can relax, hang out, have friendly battles, or fight Team Plasma members. Whatever they want to do.
They can't be arrested within the walls of the tower.
Plasma Administrator Judah defeated and imprisoned Silver and Crystal in the Resistance Watchtower. He quickly sent for A notorious pair of twin trainers that has risen quite high up in the ranks of Plasma. One is a dragon user, the other uses steel types.
As a member of the Resistance can you defeat these twins and regain control of the tower?

Ten Grunts Must Be Defeated Total Before Anybody Can Challenge Plasma Twins.
Thanks to Resistance Exec., Sybil Keiding, Silver and Crystal have been broken out of jail! However, their original team has been destroyed. They are using the Plasma grunts around the area in order to train up a new team. Defeat the Team Plasma Twins while the grunts are distracted!
