In order to get to Marco's gym, you'll have to hop aboard a small boat, which will take you a short distance from Momento Town. From there on, the battle is in the water, quite literally. Bring your swimsuit and your water wings, because the only floating, raft-like structures are for your non-aquatic pokemon. Even then, they're far and few in between, giving water and flying types the obvious advantage.
