Anrui's winter isn't as cold as some other regions' winters are, but that doesn't mean it's any less harsh for the natives! Pokemon who are not used to the cold are either hunkering down in a warm den, or out and about searching for scarce food. Don't let yourself get caught between a hungry pokemon and a tasty meal, otherwise you could end up an appetizer!

He was finally out on a real mission for once, instead of just labs and experimental poking. As he sat on a vessel, hidden behind cover, he finished straightening out his dive suit. The pockets on it closed tightly to keep his Pokeballs inside. He had retrieved a description of the unmarked ships, and had been filled in on the times of days that they stopped by.
Now here he was, on a Plasma boat with nothing but a driver on board with him. And the driver hadn't spoken to him at all. He seemed afraid of him and well... he hoped it wouldn't come back to bite him in the ass. He had to do this the proper way. There would be no swimming up to a ship and having his Pokemon rip the hull to pieces.
And no casually drowning the occupants.
Motioning to the man driving to get a move on, he sunk down onto the floor of the ship, relaxing against it as they moved out to intercept the vessels. Azubah would be able to keep up just fine with the ship, he could smell her in the water next to the ship, and he'd keep that carvanha loose for the most part too.
What fun is there in a mission if there's no ripping and drowning involved?
You've chosen a beautiful day to complete your mission, not that you really had much of a choice. The sky is blue overhead, but white, puffy clouds linger throughout, every now and then passing over the sun and rewarding you with a brief relief from the intense rays. The waves are about as calm as they can be in this part of the shore, and the captain knows them well. The smell of the salty sea is unavoidable, although for you it might just be a blank canvas onto which other scents have been painted
Speaking of the captain, you're correct in that he's afraid of you. Terrified, actually. Every movement you make attracts his eyes, which linger hesitantly for a few seconds before carefully moving back to the sea in front of him. At your command, he pushes the handle to his right, and the boat's engines rev a little harder, pushing the nose of the boat up to coast over the break of the waves. He's heard of you: Plasma's new science experiment. The shark-man, the man with teeth sharper than razors, who was rumored to have been a good swimmer before your... change, but who now can spend just as much time underwater as he can above. Typically, he's heard rumors that you've been swarming somewhere in Hyo's shores, like a mythical sea monster, but now you're here, on his boat, live and in person, and the entire mystery surrounding you spooks him.
Eventually, he does speak up. "So, what's your... what's your plan for... arriving?" he asks, the tone of his voice suggesting that he's trying to be confident in his words, but really is just being careful.

Malachi was doing just fine, sitting in silence and doing his best to ignore the hot sun beating down on top of his head. But this guy wanted to talk, apparently. He'd been stealing glances at him, but for the most part, Malachi has just been ignoring them. Guess he couldn't avoid talking to this guy forever... well he could but then that'd add to the risk of him having to hear it.
"What do you think? If they're in Anrui waters, we approach and attempt to question and if they're out of Anrui water, I'm just gonna start a fight." But not before he has Azubah attempt to rip a hole in their ship. Besides, sinking anything large enough in water creates a riptide around it, pulling weaker swimmers down.
He could hear the hesitation in the man's voice, but for now, he decided he'd let him think he couldn't tell he was scared of him. If he kept talking though, he'd start scaring.
I picked up the level and put it on Azubah, my Carvanha. I just forgot to note it, sorry!
"Yea, okay, right, right," the Captain says almost immediately as you finish your sentence, as though he understands and agrees completely. He's a tall man, the with the type of lankiness that makes it seem as though he's nearly always hunching over in order to try to fit in with everyone else's height. Glasses cover his eyes, tinted dark in reaction to the sunlight, and a white captain hat on his head matches his jacket.
Wingull and a few pelipper soar overhead, the birds hanging out over the ocean just as ragged and rough around the edges as the ones who make their nest on the shore. Down below the surface, your carvanha is swimming mostly alone. The water is too gross for much to actually willingly live here beneath the waves, although it's possible that you might smell a few other fish nearby. It seems that even beyond Anrui's landmass, the pokemon aren't healthy or happy.
After a minute or so of silence, the Captain clears his throat and gives you that look that means he's about to say something again.
"So uh, why would you pick a fight with someone outside of our borders and not inside?" he asks, turning his eyes back to the water. "They're more of a threat when they're inside of our borders."

Yet again this asshole was gonna go and ask another question. It obviously wasn't clear that he wanted to be left alone. It was like being in a jail. Kill him. "You're a captain, you should know this. Once you leave the coast, you're officially in neutral waters which means laws don't apply." Shaking his head, he looked over his shoulder and up enough that his short ass could see over the side to see if he couldn't see anything his self. The sun was killing him.
"Which means that I'm not gonna fuck around with them. If they're in coast, I have to fuck with all the damned laws and customs." He left it at that. He was done talking to the captain and had absolutely no reason to like him. Crossing his arms, he leaned back against the side of the ship, one hand wandering up to check and make sure his bun was still tight and secure. Just for something to do while waiting.
Something other than talking to some guy driving a boat.
The captain listens, but his expression reveals that he still doesn't quite understand your reasoning. More of a pacifist than some people on board this vessel, what he doesn't understand is why bother messing with them if they're not even within Anrui's waters. Why not just find out why they're there, and then report back? Why must we attack first, and ask second?
His eyes wander over to you as you peer over the side of the boat. Because you're a shark, that's why, he thinks to himself. While he never had a problem with sharpedo, and in fact quite admired the creatures, he also knew that part of the way they investigated something was to bite it.
He sighs, and his eyes close for a moment as he considers what could happen if Shark Boy were to attack their ship, and what might happen to his own boat from the foreigners' retaliation. "Alright, well, I'd appreciate it if we'd come up with some sort of established plan. I need to know how long to wait for you while you-" he cuts off, and vaguely gesture with one hand, "Investigate. If this ship begins to fire at me, I'd rather my boat not get blown up. It's not a military ship after all."

And he kept talking. Guess he was going to have to keep humoring this guy and his questions. "What do I look like to you, a Wailord? I can't quite give your ship cover if you get shot at. And besides, didn't the head honchos sign you up with an insurance should something happen to your property or whatever?" With a quick wave of his hand, he shook his head. "Shutup don't answer that."
Finally standing up on the boat, he grumbled and continued looking around the horizon for any signs of another vessel. "I'm not gonna promise you a damned thing when dealing with some assholes without any kind of marks on their damned ships off the coast of a war torn country. So you better hope we find them in coast because like I said, if they're off coast, I won't give them any second chances if they don't listen the first time." With an annoyed sigh, he looked back at the man.
"You're with a half fish and his water type Pokemon. I can swim myself away, and if anything happens out here, you won't get stranded to either freeze and drown slowly, or be violently pulled apart by Sharpedo. If things go to hell, you can just piss yourself off to a safe a distance as you can. They killed the reef out here so the water is choppy as shit but not as choppy as it could be if there was a storm coming. If you're lucky, the swaying will throw off their aim if they're armed." Besides, his superiors probably wouldn't let him sleep if he let this guy die out here. He couldn't be sure about anything his superiors would rag him over. He was so far down on the food chain it wasn't even funny.
But he didn't say anything else. He was a coarse person, and he could feel his self bristling ever so slightly under the dive suit.
The man looks out ahead at the open ocean. From the look on his face, any fear that he was feeling has worked itself to annoyance in his fishy companion. Still, he doesn't retaliate, but keeps his mouth shut and his eyes forward. You've said most of what he wanted to hear - that once you're off the boat, he's free to move his ship to a safer distance should things get dicey. He'd certainly be the judge of that. His only job was to transport you to the ship, after all, and assumably back as well. Now that he thought about it, they hadn't specified dead or alive, but he was sure Antoinette would not be pleased to find out her science project had died investigating a ship.
Well, shit. What if the shark does bite off more than he can chew, and they do kill him?
Before he can dwell on how he'd be punished if that were the case, a beeping begins to his right. He looks down, and spies the radar, the green line rotating around the center. Towards the edge of the radar is a small dot, getting closer with each rotation. "It's not a large ship," he says, and adds after a moment, "And it's not moving very fast, if at all."
He looks up to the ocean again, and like a small island on the horizon, a smaller ship comes into view. It's certainly not a tiny passenger vessel like the one you're riding, but its not a tanker, or a cargo ship either. The closer you get the more it becomes apparent that it's some sort of fishing vessel. "What..." the captain says softly, confused as to why another region's fishing vessel would be this close to Anrui.

Shoving his self off the wall of the hull, Malachi walked over to where the man was, staying well out of his bubble and standing just where he could see the coordinates to check to see if they were still in Anrui waters or not. After a quick glance over the controls of the ship and what not, he stepped back towards the hull, staring at the... fishing vessel? Everything about this had Malachi groaning internally.
"This screams all sorts of different shit at me. Take us in closer." He made a motion over the hull of his ship and quickly returned his Carvanha to it's ball. If it was a shipping vessel, he didn't need her getting caught in a net of some sorts. That'd just be a fucking knot in his rope.
Reaching down to his pokevice, tucked into one of the pouches on his dive suit, he went through a few folders to search for the information he was given on the unmarked vessels.
He's just 1. checking for coordinates and 2. checking the information he was given on the unmarked vessel to see if this one is it.
If you're familiar with reading a radar, you'll be able to see the distance in the rings around the center, as well as the speed that the vessel is approaching - or in this case, the speed in which your boat is approaching the vessel. The speed that the distance between the two is closing in is about equal to the speed that your boat is going, according to the meters. Between glances up at the ship, and down at his controls, the man shakes his head. "Definitely not moving," he mutters, and then nods to you when you instruct him to come in closer.
One hand pushes the throttle just slightly to give the boat slightly more speed, while the other lingers on the wheel. Beside the captain are a pair of binoculars hanging from the bridge. He takes them and gestures to you, to see if you'd like to use them. If not, he'll simply put them back where they were resting originally.
The notes from your assignment are rather vague. The boat is described as white and blue, and you can deduce that it had to have been big enough to spot from somewhere high up in Hyo City. There are no unique features listed, but it is referenced as some sort of seiner. What little information they gave at least seems to match up, especially considering the coordinates you're approaching.
If you choose to look through the binoculars, you'll be able to confirm that it is some sort of fishing boat, as there is a large net-like tool trailing behind it. The ropes tied to the net are slack and tend to pull and release with the waves - further evidence that the boat is as unmoving as one can be on the water. There is a large tower in the center, but interestingly enough, there are no visible people.
"If my math is correct, they're at least a hundred yards outside of our borders," the captain says, jotting some numbers from his bridge down on a piece of paper, and doing some calculations.
